Do you think that the World Government officials and the marines are really unaware of Boa Hancock and her sister's past as slaves of the World Nobles ? If they are aware of it why didn't they try to use it to their advantage by blackmailling her into being more obedient to the WG given how defiant and troublesome she has been as a warlord ?

That would just make her even more crazy and she would have to leave the Shichibukai if they knew.

It's still incredible that she accepted the Government's offer after being a Celestial Dragon slave in the first place, I guess being a Shichibukai was a great comfort for her.

Both cases seem weird.

How could they not know? The CDs fed her and her sisters their very distinctive devil fruits. Wouldn’t they have recognized one of their slaves as a Shichibukai?

But if the WG knew, wouldn’t they return her to the CDs rather than making her a Shichibukai? Wouldn’t the CDs insist on getting her back?

Does the World Government know? Yes.
Does the CD knows? Maybe, probably not. CDs are self-centric idiots. They don't have neither the brain nor the interest to know these things.
