If Doffy has a 2B+ bounty just based off strength, will is bounty be 3B+ when you factor in his knowledge?
Yes really. Vague doesn’t mean there weren’t existing criteria and solid examples given beforehand. Wano simply threw all that out the window.
In the arc right before it, it’s stated that having a massive fleet, powerful subordinates and influence impact bounty, yet Luffy with a 5,600 man fleet and ridiculously stronger crew was given the same bounty as Kid & Law.
The “Big Mom & Kaido combined bounty” reasoning doesn’t work in the very same arc since Zoro & Sanji didn’t get that applied to them.
There are then other messes like Crocodile as a subordinate falling just short of Blackbeard’s initial bounty as a Yonko.
It just turned into a big mess.

the period in the story you are talking about, a 1bil bounty was unheard of. weve gotten to the point now some of the strawhats have that so now a lot of other folks have inflated ones.

People like Mihawk and Hancock definitely get their bounties from strength as well.
It's weird though, cause Hancock has a higher bounty than King and Queen and her whole gimmick is that she has strong kicks and a hax DF.
And yet I get the feeling that she actually could beat those characters, as opposed to characters like Snack (AKA 100M Bounty Urouge's dog) who's bounty is 600M yet he doesn't seem to be on Sabo's level despite Sabo's previous bounty being the same.
