It’s not going to be a good day for Voldemort when only one of his attacks has the potential to take out Doflamingo, while every one of Doflamingo’s attacks can easily shred Voldemort’s body to pieces.
On the bright side, Voldemort does have Horcruxes hidden away, so he’s technically immortal, but that’s the only thing preventing this fight from ending in about five seconds.

Building level still seems pretty high for the Harry Potter verse, except for Voldemort's Elder Wand lightning feat and the one where a magic barrier is cast around the entirety of Hogwarts and Voldemort breaks through it.
Still, even the characters from the earliest arcs of One Piece should handle the entirety of HP without problems.
If the magic breaks or cuts things? It should.
Not sure about Crucio or any other magic that messes with someone's mind.
