Sugar in level 6 with Doffy
Pica in level 5
Diamante, Trebol and Gladius in level 4
Senor Pink, Lao G, Machvise, Dellinger in level 3
Jola and Buffalo in level 2

I don't think they would take Sugar seriously.

She can harm a lot of people but she didn't commit many crimes. Marine and Government usually consider as the highest threats pirates who happened to show a very cruel demeanor in their actions or that can mess the balance of the world in some way.

That's why if Robin was captured she would be a level 6er but not because of her DF powers, rather her dangerous being.

I believe some of these could be 6 levers by power, sadly not by crimes which is the most that matters.

After all it was specifically stated how the likes of Catarina committed heinous crimes even though not being powerhouses at all.
