You're confusing between being able to create Flying Slashes, and between using your Signature Attack as a Flying Slash.
Swordsmen can simply choose to use their Attacks from Close Range or Long Range, as simple as that
We've literally seen Zombie Ryuma Use Same Technique as Brook but He sent it Flying instead (Brook was unable to)
We've also seen Zoro using Hiryu Kaen at Close Range, but with Kaidou, He chose to send it as a Flying Slash
We also saw this Confusion in Zoro vs T-Bone, where They had to choose to Attack from Range or Not
We've seen how Diamante prepares his Signature Attack, whether He uses it from Close Range or Long Range, that's his Choice, but it's still a Distinguishable Move that defines his Swordsmanship
But when We see Mihawk's Signature Technique, and He shows us his Sword-Style, you can't say "This is same Attack He used against WB" cuz all we've seen was an Air Projectile, it wasn't even that Big, just the Size of a Battleship
