edit: Buggy is Buggy, there’s no second to him in this case. But I will still say that Buggy will play an important role in Imu's downfall because it’s OP

As in he is weak but became most wanted because he build organization that directly opposes WG.
Man failed to event rescue shanks, he got away by himself.
