I dont think it would, if that is be the case, and thats a big IF because theres nothing sugesting Rocks and Dragon would be related at all exept both characters kind of resenbling one another. That would mean Garp also adopted Dragon and raised him as a young boy, wich would heavily sugests that Dragon thinks of Garp as his father, blood related or not.

It gives a new twist, i guess, if Luffy was a descendeant of the dude that tryed to be king of the world while actualy being Roger's "succesor" of sorts would be a kinda interesthing twist, specialy considering theres also BB who is Rocks "succesor".

But as of now nothing points in that being the case at all.
