Dragon has such a MASSIVE and WELL LEAD OPERATION that he doesn't want to waste any resources helping his fucking son fight against the leaders of the WG.
He is too busy with logistics, real politik, and tea parties with Ivankov to ever send nearby revolutionaries over! In fact he's pretty miffed Kuma went with out permission! I know Sabo was over in the Grand Line on Rev business and all, but CLEARLY it was too hard to free any nearby countries the Revs could ask to assist against the Buster Call!
God I hate how Oda's handled Dragon, all assumptions and assumed implications. Perfect place to show his logistic might would be EH, but god forbid he do something that doesn't involve looking east.
