Well, it seemed Cell's omega was because of his Conditional Form and those only last a cycle. And because he unlocked his Conditional Form so late in D1, the clock was ticking to use it. I also think Ratchet's status is enough to get him shot even if he wasn't as loud as he usually is. As for the other stuff and Cell having kills, maybe, but him firing off the omega suggests maybe he didn't have other kills in his toolkit. But could the red team be noobs? Sure. And guess who's struggled to understand and defend against SRM mechanics, guillo.
