It depends if his bounty was constantly upgraded. Dude is a pacifist so he was hiding like a pussy for a long time.
You have to get merit to be recognized by the World Government so they give you a high as fuck bounty.
I seriously doubt "Most Wanted Man" refers to anything else but his plans to oppose the WG with his organization.

Is his title of "most wanted criminal" implies he's the most wanted criminal of all time ?
Or is he the most wanted criminal currently ?
The first one would mean he has a higher bounty than even Roger.
The second one would mean he has a higher bounty than Whitebeard without discussion but maybe not higher than Roger.
I mean, Roger was the one who discovered the truth about the Lost Century. That made him the most wanted and dangerous person during a whole year before he surrendered himself. Nobody accomplished such feats after Roger.

Going by the 10% bounty given to subordinate, it is not completely impossible for this Dragon 6Bil and Sabor 602Mil thing. When Luffy got 500Mil at DR all nonactive and lesser focused SHPs got a 50Mil (10%) raise. Similarly in Wano when Luffy got 3Bil the lesser focused guys got a 300Mil (10%) increase.
The only problem is that I don't think somebody gets a direct 602 Mil bounty (except Teach of maybe Aokiji), Sabo was pretty active during DR so his case is not similar to Nami and Franky etc. in Wano/DR.
