Why, nothing in the story says that anyone surpassed roger, he is at the pinnacle of one piece.

But like someone said, he earned this nickname after Roger died and when Whitebeard was still alive.

Roger was feared by the WG because he knew the thruth and he might have caused chaos with this info.
