8 is where im at too, and it'll probably stay around 8 realistically. Lore won't be enough for a 9, a 9/10 would require something game changing or drastic, like Luffy losing and getting captured or a well executed unexpected death from a prominent player in the arc.

To me if it truly ends with Lucci and Kizaru turning against the Gorosei due to the goroseis treatment of these people who gave their all to the WG I’d make it a 9 if it’s done well
