Because of Elbaf Usopp's development has been paused for 7 years, just for an arc that will probably be the next Zou and be a let down as Oda can't turn around Usopp's character in 38 chapters. A typical Oda arc:

1. Hundreds of side characters

2. Lore

3. Luffy needs to outshine everybody

4. All the straw hats need to have something to do regardless of how minor it is

5. Supernovas

If Elbaf never existed Usopp would never have a chokehold on his development, but now he's screwed

Wano is 4 years long, plus he wasn't in WCI either that's 2 years, Zou he didn't get anything and that was one year. In total Usopp has been sidelined for 7 years all for Elbaf, Elbaf is a curse for Usopp's character, Oda should have never brought that shit up

The problem is that you believe Elbaf Arc is created for Usopp only, that's not true
Elbaf Arc is literally the core of the story & related to every plotline
The only reason Oda started this Manga is because he loved Vikings so much (Who are basically Elbaf Giants in OP World)

Void Century, World Trees, Haki, Red Line, Celestial Dragons, Im-Sama, Joy Boy, Sun God Nika, Ancient Kingdoms, Will of D. ... etc
All of these are tied to Elbaf & i can say started with it, and Usopp is at the center of it all

One Piece will always focus on Luffy & then Zoro/Nami more than other SHs
But all of them are Extremely Important for Final Arc
For example, Brook looks like a Side-Character most the time & his Dream isn't that Impactful, but i might actually say that he is most important Crew Member that Luffy recruited, his Sub-Story will be legendary EOS

Elbaf arc is probably going to be Usopp's salvation I think instead. The best occasion for growth.
