Saturn is afraid of letting Luffy go to Elbaf has something to do with the relationship between Joyboy and the Giants.
Luffy doesn't seem to like the idea of Giant being pacifist because this one sided ideology will make them weak. Ripley's word only increase his will to free Loki. Once he free Loki, some giants will become enemies.
The Pranks intrusion means someone will fight him, possibly Loki since he hates shanks so much. Loki might be held as a hero or whatever going to happen which lead both sides will then reach a middle ground agreement. In the end, Luffy makes Elbaf Great Again.
