Usopp will challenge a God (Loki) to a duel and become the ruler of Elbaph.

Usopp and Luffy both being "Gods"

Luffy also said this is my special seat maybe foreshadowing sitting in the empty throne but that's probably a reach.

Water 7 and Enies Lobby does have a lot of Elbaph parallels. In Enies Lobby he befriends 2 giants and joins forces with them.
