Which title is superior?
Oda already showed us which by saying WGS Mihawk hide behind Emperor Buggy but lets hear arguments:
I can't imagine Luffy would say; ''Since your new boss will be PK, if you can't even become an Emperor of the Sea, I would be disappointed''.
If WGS was equal to Emperor title, then Mihawk wouldn't mind being an Emperor since it wouldn't matter to him if he was or if he wasn't, but he specifically says he doesn't want it because being WGS is more peaceful, meaning its safer for him.
Mihawk couldn't even find out the power difference between WB in Marineford because he was too safe in the first half of grandline:
Meanwhile Emperors constantly fought vs WB, their job was more difficult:
Emperors powers are so influential, they have to make ''Warlords'', so Warlords could fight against Emperors alongside with Marines:

Strength titles are WSM or WSC.
WGS is just an expertise on one area of a fighting style, very limited technical small title.
Emperor title is both the strength and influence. They rule over the most dangerous sea and most dangerous people with their strength.
WGS is not even ruling over other no. 2 or no. 3 most skilled swordsmen in a group with his strength, he can literally postpone a duel with another swordsman like Vista, he isn't even ruling over someone like Vista. Very weak and very limited title.
