Raikage should have the speed advantage, but he can´t harm Enel. In fact Enel doesn´t need to fight. When Sasuke can´t use Gen-Jutsu or Amaterasu, i don´t see here anyone winning. They all lost their stamina, while Enel is fine.

As soon as he approaches Killua and Ay in his normal form and tries CQC....he gets washed. His base isnt lightning speed. He can only be lightning speed when he turns into lightning.

Obviously Enel wins this easily.
First of all, i dont see a possibility for the others to hit Enel at all. The only possible way could have been amaterasu, but since it is stated "Lightning only", there is no fight at all.
Enel could just hover there and wait till all die from tiredness of trying to hit him, or he blows About 60.000.000 Volt (the most Volt he used when i remember correct) into anyone who tries to touch him. I doubt they could withstand such an amount of Electric Energy.
