Shiki is cannon. Oda made chapter 0 to introduce him. And even add him at Wano during Oden flashback.

Zephyr is only on Z Movie.

Honestly I think oda will set it up that there will be 4 admirals and 1 fleet admiral in the future.

Yes they have to be either comparable or stronger than the current ones
