The amount of "won'ts" that happened in wano in reference to sanji clearly outweighs the things that did happen for him
Movement speed, reactions speed and attack speed are all seperate things. Sanji actively tried to do so with movement speed because Queen was doing it with technology, no one else had a reason to waste stamina trying to do it. This is very weird power scaling
