It was stated that Ryuma kept celestial dragons outside of Wano by some random Wano peasant who worships him. We know from the Gorosei themselves that they consider Wano hard to get into because of the borders, nothing more.

I've yet to look at the raws for chapter 937, but based on the other languages for that panel, "World Noble" that the viz uses isn't referring to Celestial Dragons, like the spanish version and the non-viz english version translate it as simply many nobles. As it would also make 0 sense for a random ass fox to know who the Celestial Dragons are, when the Scabbards/Oden/such had no clue about even the marines let alone the CD. However, we do know around 400 years ago kingdoms (like Noland's) were actively attacking countries for Gold, and based on the magazine Ryuuma lived around 400 years ago, similar time to Noland. So really... it was random ass kingdoms and pirates attacking Wano. Now i'll stand corrected happily if it's shown in the raws that the term 世界貴族 is used in chapter 937 when the fox mentions "world nobles"
2. As you pointed out we already know the World Government hasn't fucked with Wano due to the natural borders erected in the aftermath of the Void Century war. Like bruh we literally seen one of the Yonko's get fucked up from tryna climb that shit up.
3. The consistent lies about how Ryuuma has made Wano's reputation as country of strong samurais still stand, centuries later... is so grossly overrated....

2) Ryuma is one of only 2 characters in the story that doesn't have a single ounce of negative portrayal. He's above all the characters you stated regardless of your feelings.
