Cross guild and the World government are 2 separate organisations which means we cant compare cross guild bounties and world government bounties directly at face value. The world government has way more money than cross guild. However, there is a way to equate the 2 bounty systems.
We know that Garp=Roger
Garps CG bounty is 3billion, while rogers WG bounty is approximately 5.5 billion
this means that world government bounties are naturally (5.5/3) or 1.83x bigger than cross guild bounties
so to find out the equivalent world government bounty a marine would have if they were a pirate, we must multiply their cross guild bounties by 1.83
That means if Akainu was a pirate, his bounty would be 5x1.83=9.15bil
