Saying they look strong is weak argument when we see big muscles guys are fodders like bigger gladiators.

There is no point in the Gorosei being mid tiers or even high tiers. If they’re fighters, they have to be relevant to the current powerscaling when they show off. They’re either top tiers or fodders.
