Since Shiryu isn't clear here, I think his comment about it being a government man and Laffitte's Devil Fruit comment are red herrings.

I think it's either Barbell or Sunbell. Probably Barbell, since we didn't see much of him in God Valley (I think he was helping the slaves/victims).

The two confirmed pieces of info we have that interest me most are
1. The Poneglyph is from Fish-Man Island
2. The Black Ship has whirlpools around it.

This screams Fish-Man to me.

We've yet to see a Top-Tier Fish-Man, and we know that Rocks' Crew got a lot stronger post God Valley.
