Headcannon. Zoro was holding back because of Enma. Enma doesn't boost his haki. Without Enma he would be less tired when reaching rooftop and would unleash all the haki he wanted since first strike.

It was like that between Luffy and Lucci(no one says a shit about Luffy fighting Blueno before), Luffy vs Doflamingo(both stated the other being not in his best condition. Luffy fought A LOT while Doflamingo only fought him and Law while having help from Fujitora/Trebol) and the same with Luffy vs Kaido. Kaido fought a lot of people and was carrying Onigashima(which was never stated to nerf him) but Luffy fucking died and cameback! He was probably in worst condition than Kaido.
