I think s/he might be an ally.
But Luffy has done too far: killed and ate his rabbit. Imagine Luffy killed Gonbe, Carue, or anyone from Franky Family.
And he trapped Chopper with steel cuffs like a little boy playing with insect.

Another thing, Fake Sun God has seen Luffy in his Sun God Nika form. Yet he doesn't react about it.

As for the rabbit, it's another one of his captured beasts. I don't think the skull dude cares that much about the lives of the cage inhabitants as long as he can live out his fantasy with them.
