Where are the Warlords?

Besides them, Baroque Works, the Marines, CP9, Blackbeard Pirates & the Big Mom Pirates have been the best antagonists. Each having pushed the Strawhats & their allies the hardest if not gained victories over them.

Baroque works is just bette, their build up was nice, and I loved crocodile and robin in it, but of course nothing beats Cp9
