I think Hawkins might've just been projecting. He used his own men meat shield against Kizaru so he probably assumed that Law was like him

Hawkins is a fortune teller though, he reads probabilities, so he probably saw the chances of his defeat against Law were extremely high, and that likely means Law was pushed to take out his crewmates as a last resort since he was left no choice. Better that than to have Hawkins have his way completely.
