I think he fights king every since the clash and zoro went to the roof of has always been king. There are so many things that points to sanji v king,

Well Queen makes the most sense for now, just along with Chopper and Drake. But despite he is the most probable match up Oda would have to find the right way to make the pieces of the puzzle stick together properly because eventually all 3 on 1 would be too much.

King and Sanji have already clashed before and King seems like he might want to fix his failure of letting Sanji save Momo. Either way, it depends on situation since Sanji likely doesn't have a grudge against either. He'll just face whoever Oda throws at him. Sanji vs Jack stopped being an option after Inu took him, in my opinion. Rooftop is the least likely of those options since he would probably just play support and he has plenty of business below the roof right now.

I'm wondering the same thing. Atleast Oda seems to be trying to keep the Scabbards busy with fights so he can go back to the Straw Hats (Inu vs Jack, Raizo vs Fukurokuju) but he's taking his time. It's weird. We've only seen random panels of Jimbei vs Who's Who and Sanji hasn't even started his fight. I think once he arrives at his destination (likely Momo), his fight will soon follow. But you never know...
