Probably Sanji assuming he will find All Blue and be the first to leave the crew but I doubt

I’ve said this before, but some of the Straw Hats have dreams that will absolutely not be fulfilled by the end of the series.

Those that will achieve their goal in the canon - Luffy and Robin will both be sated when they get to Laugh Tale and learn the True History; Zoro will be good when he beats Mihawk and becomes the WSS; Brook will have done what he wanted when they return to Whiskey Peak and he is reunited with Laboon.

Those whose dreams will require a lot more work - Nami and Franky need to sail around the entire world (which they definitely haven’t and will not have done) for different reasons; Usopp is still a coward so his quest for bravery will be incomplete unless something seismic happens for him in Elbaf; Sanji may not see All Blue unless it’s somehow related to Laugh Tale; Chopper isn’t anywhere near identifying and curing every disease in the world.

Jinbe’s dream is a bit harder to pin down; if it’s racial harmony between humans and fishmen, I’m not sure if we’ll see a full resolution of that rather than the early stages of integration and acceptance.

I’ve also previously stated that once the series concludes, I could see the crew breaking up a bit - Zoro, Sanji, Robin, and Brook (likely Jinbe as well) could all have good reason to not need to be on the Thousand Sunny after their goals are reached, and could retire to lives of leisure (and possibly always at Luffy’s beck and call if he needs them in the future), whereas Nami, Usopp, Chopper, and Franky would all continue traveling with their captain for the reasons I stated above. I know, power of friendship, blah blah blah; they’ll all be battle-hardened adults by the time we reach the conclusion of the series, wouldn’t be surprised if they want a quieter existence than the Grand Line provides.

Well, Zoro likely won’t beat Mihawk prior to their arrival at Laugh Tale, so unless All Blue is a place they must visit to determine the final island’s location, Luffy/Robin will be the first ones to do it.

I got reminded of Nami ,so Luffy's won't be the last. If it means her exploring the whole world first,she is the last one.
First ,I would say Robin? The true history is supposedly written on theRio poneglyph so when they reach Raftel,she is going to fulfill it.

First to be fulfilled is Sanji's.

Last is either Chopper's or Jinbe's.

I think Ussop's will be done on Elbaf as the first. Makes the most sense thematically for him to do it there- it's the country where the people he's always held as the pinnacle of manliness are from, he's always been associated with Giants and we might see Yassop there with the Red Hair Pirates.

I reckon Laugh Tale is in All Blue, so that'll be where Sanji accomplishes his. Along with Robin and Franky.

Brook comes right after Laugh Tale.

Zoro's will be his last fight in the series, which will be the second last fight in the series, so very near the end.

Luffy's will be at the end of the final war given his definition of PK isn't just getting to Laugh Tale

I think Chopper's comes at the end saving Luffy from certain death as a result of his final fight and all the pressures he's put his body over in his journey.

Jinbei's comes after when the world government is reformed

Last I'd guess Nami as a reason to keep the crew travelling together after the final war.
