Anyways on to the topic. Who is the GOAT? Air Buggy or King Luffy?

1. It will only bring positive impact to Luffy and his tale.

This is because Luffy and Buggy (and Alvida) were Luffy's first pirate enemy. From Luffy's fanboy side, it means that Luffy has been able to clash with a future Yonko during his early voyage days. This is a good feat.

2. It will bring neutral or good impression of Oda

This is because fans (especially the older ones) realized that One Piece is not a one-dimensional serious manga, but a mix of everything include comedy too.
Nostalgiafag will like this because Oda finally bring fun back like Pre-Timeskip days.

3. It will bring negative impact to a certain fanbase who dislike the higher interference of fate.

Because it shows that fate is "meddling" more and more in Luffy's journey, by making Buggy and Alvida his first enemy.

4. It will bring negativity to a certain fanbase who likes rigid powerscaling
