That bounty is setting up a new dynamic
Because his bounty is very close to Zoro and Sanji's, even tho he is not at their level of strength
But i feel like the biggest reason for his bounty is Oda trying to troll Sanji by making his bounty go back to being the 4th highest, giving Zoro the opportunity to clown Sanji, who was being treated as the "number 3" by characters because of his bounty being lower than Sanji's, Sanji himself was making fun of Zoro.
Oda loves to do that to Sanji to some level, because he sees Sanji as the definition of an underdog. So its pretty fun looking at that way
Jinbei undoubtedly has more clout than Zoro and Sanji, given the amount of experience he has as a pirate, but i still think Zoro and Sanji's bounties should've been higher by logic, but i don't see a problem here, despite the fact that Oda didn't actually explained why did Jinbei got such a raise.
Anyway, the gap between the bounties aren't that big, and its hard to imagine who is going to surpass Sanji's bounty and be so close to Zoro's in the next arcs given the fact that their opponents need to be strong as hell to compete with them right now.
And if Oda wants to continue with Sanji having the 4th highest bounty and Zoro just slightly above the 3rd highest, i think it will most likely have something to do with Usopp jumping in between Zoro and Sanji's dynamic

K, can’t wait when 2arcs later Zolo is gonna be near death from fighting an admiral while Sanji is gonna be nerfed in some way and still beat an admiral faster and with less damage. Then you are gonna cry how an admiral zoro beat would low diff an admiral sanji beat.

Sanji was clearly low diff material for Queen before germa sperm where as Dressrosa Zoro mid diffs Queen tops
Roof top Zoro was way stronger than King but King had an ability that made him far more durable than Kaido and he was really worried about counter to that.
Give Roof Top Zoro knowledge of King, Zoro high diffs without Ashura. With ashura zoro one shots regardless
