Big Meme is done for now (unless she comes back for a cover story or something). Elbaf does not need her to function, it can actually be about the Giants, perhaps even the WG somehow trying to interfere with them.

Also, coincidences of life, the King of Elbaf is Loki, the God of Lies, coincidentally related to Usopp himself. Coincidentally, it is an Island near Wano.

Big mom's plot in elbaf doesn't actually require her being alive in the present, it's mostly backstory that can be revealed to by a hitherto unknown character.

Big Mom backstory from Elbaf but she has nothing to do with it. And she showed great interesting in Giants. Even had Caesar making experiments for her. Tried to marry her daughter with Loki so she could have an Giant Army.

By your logic Luffy has nothing to do with his hometown and his desire to be PK.

Zoro has nothing with his hometown and the desire to be WSS in history.

Robin has nothing to do with O'Hara and Poneglyphs.

And so on.

Big Meme isn't even from Elbaf. Besides that has nothing to do with another crew visiting the island.
Keep in mind that Oda is a huge fan of vikings he won't miss this opportunity.

You can say that we will have an Elbaf arc because Oda is fan of vikings but can't say Big Mom is irrelevant to Elbaf.
Again, Elbaf arc can run without the dead Yonko in the flesh...

There's more to Elbaf lore (Usopp, the tall tree, Nika's potential connection to the Winter Solstice Festival, Elbaf being coined as the most powerful nation in terms of military power) than to BM's inclusion to the arc... That, aside from Jinbe and Yamato needing more highlight as SHs... You might say that Yamato already got some focus in Wano arc, same can be said to BM who got more focus than her since WCI arc... Of course more focus with the SHs are more important at this point, they've been kinda sidelined since PH arc due to several characters tied to the story (both allies and villains)...

If the last Red Poneglyph is there like the Road to Laughtale teased then that's all the reason needed.

Elbaf could just be a lore dump arc with a minor conflict that sets up important stuff for the final big arc. The fact that the alliance defeated Big Mom could be an excuse to make the giants immediately friendly torwards Luffy.

His dream of being a brave warrior of the sea got influenced heavily by Dorry and Broggy in Little Garden, he also made friends with the giants from Enies Lobby.

The giants hate her due to what happened to Mother Carmel, she wants giants to be part of her family for purely childish reasons.

Loki falling for Lola was her chance to establish a good relationship with them but Lola blew it so now she hates Lola, that's it.

The fact that her alliance with Kaido was first and foremost for the sake of getting the One Piece and never mentioned conquering Elbaf or whatever should tell you that it's not her biggest priority.

Never said Elbaf was her biggest priority. I'm saying that Elbaf as an arc only makes sense with Big Mom for relevant plot.

Take out Big Mom from One Piece history and also the people from her backstory. What left in Elbaf? That tree, Giants waiting for their Kings fight over...

Giants are not that relevant in One Piece. At top they are the strongest fodders.
