As for garling, it obvious admirals are valuable source of power for them. Even among HKs there won't more than 3 top tiers and gorosei don't like do work themselves.

So unless admirals outright betray them more directly, they are willing to turn blind eye.
What is more direct then helping the literal revolutionary army in an unprecedented invasion of Mariejois?

  • Garp never went against WG directly, just did nothing but complain about them impotently

Been saying it for years, Garp is proof that One Piss fans just use being subservient to the CDs to emptily shit on Admirals, the fact that these morons Stan Garp is proof that they don’t actually dislike the Celestial Dragons, they just enjoy hating on the Admirals.

Garp did more to protect the Celestial Dragons at God Valley then any Admiral ever did to protect them combined. I’m not sure if Oda is writing Garp as this big of a hypocritical idiot on purpose or if Oda is genuinely satirizing his own retarded fanbase.

I think it´s very deliberate that the people who saved the celestial dragons at god valley are from the D clan.

Overall though, I think Oda ended up making the WG way more evil then they were Pre time skip. Generally pre time skip people could buy the ¨good marine¨ meme but after Egghead it´s not a good look tbh

I hard disagree that Garp refused the rank of admiral because he would not be able to "resist" orders as an admiral. He refused the rank of admiral because he on principle did not want to obey the celestial dragons in the first place. It is not like the CDs have these absolute mind control powers over marines, especially Garp who is a D (who are time and time again shown to be strong-willed characters). Garp refused the admiral rank multple times because he was unwilling to be the CD's dog. Better for him to be a vice-admiral and have more automony. I won't pretend he is not a hypocrite for still supporting the WG, who we all know to be an evil organization as evidenced by the conduct of those at the top of the WG hierarchy. Also isnt Furjorita an overly-dramatic dumbass who intentionally blinded himself? And futhermore according to a recent SBS, isnt he also a war criminal? Xd? And Garling is not even worth mentioning, he is the exact same archetype as the other Elders, SNORE.

There is a myriad of characters like that in one piece, some of them very well liked here
Most people that say he doesnt care that he doesnt use his power and using it to do good or something are capping hard

Have we heard what happen to Fujitora after the Reverie incident? Think we only know what happened to Greenbull who went straight to Wano alone then arrested Weevil in Marco’s hometown after that.

If Garp actively worked with seemingly Sengoku and Tsuru to make Sword then he knew the system need to be reformed but needed actually new age marines he could believe in, potentially leading to a marine civil war or massive split off. If not that old man is cooked lmao.
Also I don't think Sword members can become admirals its way too inherently contradictory.
