I think the World Government can be seen as the USA in this metaphor. There is also a theory around that theorize that the old lady that corrupted Orochi was actually a World Government spy,that used Orochi to make the WG have some influence over Wano.
About the theory that Big Mom could be a factor in reviving Xebec,is a very good theory. And i also heard another theory in the web that the reason why Kaido choce to rule Wano with Orochi is because,being Wano a country not affiliated with the WG,he can easily hide there Xebec! But a dead Xebec or an alive Xebec? By the way there could be some truth in this theory.
