Honestly, all the Roger Pirates have been disappointing on this flashback so far. I was expecting at least Rayleigh and Gaban to have some serious clashes against legends, but it seems that they'll be on the sidelines. (Silver Axe is gone too btw.)

Gaban is alright. Lets compare him to say Marco (who really was YC2 if Oden had stayed). Prime Gaban actually has CoC and would no doubt beat Marco who by no means is a slouch. Marco is almost at 1.4 so Gabans level likely is around 1.5-2.5. Hell, if Oda wants to he could even put him ≈ 3B to show that he was comparable to an Admiral although he hasnt shown anything to warrant it.

With that said he looks comparatively worse than Ray and some other monsters. Basically like Sanji, they can deal with any mid or low high characters but they are hype tools to the real power houses.
