The battle was a clear test from the start to see if Luffy was strong enough to handle Loki if he was unleashed. Gaban was always gonna give Luffy if he was strong enough, so I don't see why it's a loss. Shanks left his hat to Luffy and it was time to see if Luffy was worthy of that, and he was, plus had a strong crewmate in Zoro, so Scopper had seen enough.
