Yeah, I’m going with Arlong. He is too strong and durable. Orca’s only real hope is to disorient him which is only prolonging the inevitable. Orca has no means to capture or restrain him just by default, and if this is a fight to the death/KO, then yeah Arlong is going to destroy him given enough time passes between Orca failing to KO him.
I’ll put some respect on Orca and say Arlong mid diffs.

Orca is not that weak physicaly.

He looked like he blocked Deku with ease.
Okay so, this may be closer than I have Orca credit for. It just depends on how strong he is but I can actually see him winning when you add his physicality to his shockwaves.
I think the humans in MHA even on average are not equal to our humans.
During Stain incident a white nomu with a muscle quirk overpowered pro heroes and was quite strong : more than 10 people (our human people). USJ Nomu can tango with AM.
They are maybe that strong without any boosting quirks.

Yeah, that's what I'm thinking. They have base 10 times the strength of a regular human, but also have powerful quirks.
Like, the upper end Nomu in USJ had shock absorption, which I think allowed him to also redirect and go toe to toe with all might for a bit.
At best, Arlong may be able to tango with an upper end Nomu, but I'd still think he'd lose.
I'd think that someone like Lucci pre-time skip would be someone who would be genuinely incredibly formidable in the MHA universe. I could see pre-time skip Lucci being easily top 5 hero material.
