I think Kong is Garp’s and Roger’s dad. Kong‘s name is reference to Donkey Kong and he has the similar cut on his eye as Luffy and Garp. Oda is using these things to hint at a family relationship between Kong and the Monkey family.
Roger also bares to much of a similarity in appearance to Luffy when he was younger to not be related family wise to him and Garp. Roger probably took his mom’s last name just like Ace. Garp and Roger’s rivalry is so intense since they are brothers. Garp hates Roger for becoming a pirate instead of a marine, which is ironic because his children all turn against the marines.
