Garp's first sentence was a respond to Aokiji's statement. The second one is just a continuation on Garp's first sentence. When we get an official translation, we might get a clearer interpretation. But right now, that statement is a bit vague but it leans more towards Garp not hesitating to attack.

exactly i thought its pretty obvious Garp was talking about himself here (as a respond to Kuzan's question). But seems like agendapiece is clouding some ppl's reading comprehension.

It is still vague if any of them are holding back.

Garp may have talked about Kuzan holding back or just answering that he won't hold back himself because that would be weakness.

Kuzan speech implies that he won't hold back since he is doing as he pleases just like how Garp taught him. And also his speech about Garp killing his senior apprentice to save his new one implies that Garp may be the one holding back(tha's why Garp answers that way).

For now we can't say that any of them are holding back we can just be sure that Garp has the lead.
