Listen, guys, in what crimes could the Marines be called guilty after GV?

Committed genocide? Check.
Killing innocent people? Check
Serving real demons of the world? Check

Basically, Garp learned in the new chapter that he was serving Hitler. And when he was called out for that, he decided to protect Nazi soldiers.
For me, Garp is even worse than Akainu because of this. Akainu probably doesn't really know that he is serving Hitler. Maybe he believes that WG is good, and other people are real demons, such as Ohara. But Garp learned the truth. He saw how genocide was happening. He saw how Marines opened fire on civilians who did nothing wrong, who were innocent, and Garp still decided to submit. The best choice was to join his son...but he decided to keep silent about everything that happened in the God Valley.

That's why Garp considers himself as a dog. He believes in the mission of the Marines but he now knows who marines are serving. His ideal of justice and his ethics are in constant conflict, which leaves him in a state of complete passivity. Perhaps, Garp thinks that he can lessen the impact of the government on Marines while being a shield in case of danger. It's not the ethical choice, but it's logical.
