Luffy has been known, even by his own crew, to be irresponsible and at times just plain stupid. His techniques and abilities over the story have largely depended on his creativity.
To be clear, Luffy is impulsive, inattentive, and hyperactive. He basically has ADHD.
As he has progressed through each of his gears, his techniques and abilities have become more creative and more powerful. Ultimately, he reached Gear 5, which embodies this cartoonish nature.
So, what I'm trying to say is this...
Normal Luffy = Mild ADHD (half retard)
Gear 5 Luffy = Severe ADHD (full retard)
Joyboy/Nica = Mentally Challenged Boy with a Short Attention Span
Note: Goku might be dumb, but we can blame that on him hitting his head when Grandpa Gohan dropped him. Naruto is dumb, too, but at least neither of their ultimate forms were Full Retard.
