There's no probably involved here. The rocket was Israeli and they admitted to it themselves online, boasting about neutralising hamas personnel and weapons caches. Then they started backtracking after the Internet & media backlash.

Israel’s policy towards the Palestinians is basically just literal terrorism. To use as much force as possible and be as brutal as possible in order to completely demoralize the enemy and beat them into submission.
They know they probably can’t murder every single Palestinian. But I’m sure their generals know that if they murder enough people, they can make it to where Palestinians don’t even have the will to fight back against their own oppression.
