In absolute, what you do is not the result of your choice, but the result of the interactions of those three parameters.
So in absolute, there is no such things as "choices" and there is - by extention - no such thing as responsibility.
Now..
That's said, this doesn't means that we need to apply this knowledge to our world right now. But we need to understand that our relative reality is more complicated than just saying "your are choosing your path, you are therefore responsible".
There are social structures and systems that push people toward differents path, toward poverty and toward crimes. Those must not be ignored.
