3. Heavily advanced technology
4. The take down and conquering of 4 north blue countries
5. Strength that rivals high up members of emperor crews

You seem to forget the WG works with pirates and other criminals both openly and secretly.

Nothing implying Germa couldn’t just negotiate with the Navy to change Sanji’s bounty. The same way Shanks can have meetings with the Gorsei. Or how Blackbeard can waltz on in to Navy bases and become a Warlord.

The best proof is how Warlords bounties are frozen and they are not hunted by the time they are Warlords.
You can't argue against that.

If I remember correctly, everybody in Whole Cake Island got a 50 million increases so the Vinsmokes must have decently high bounties after that. Judge having 500 mil or above doesn't sounds too impossible considering he has the power to designate bounties.

I think his tech is pretty decent overall. I would still be surprised if he didn't reach that mark.
