Re-reading Chapter 907, when we thought it was Shanks, it does make sense that the Gorosei were brusque with Shanks.

...but if it was Pranks, why the cold shoulder to a Holy Knight, saying it was odd he was involved with politics and how they usually wouldn't see someone like him?

The holy knights have no place in the politics of the insects below them and yeah it is weird for a holy knight to go see the Gorosei because what could possibly be so important they disregard the chain of command all together and don’t have Garling notify them?

It makes a lot more sense for it to be pranks instead of shanks as the politics of the human world would greatly affect the emperors especially since piracy is part of said politics
