He didn't say "Shanks did cut my arm" or "A Commander of the RHP cut my arm" or "I sacrified my arm" or "I did bet my arm". He said "I lost my arm during a battle with the RHP", he didn't say how, why or from who. Everything is still a mistery (and the fact that was brought up agains shows that Oda wants to clarify it in the future).
So yeah, you are assuming as certain or clear something that Oda kept vague on purpose.
