What I mean by that is what if he truly is strong and wants to be a lapdog to Akainu but accidentally just causes the opposite. We already see how he is passivly restoring Wano, maybe it isnt on porpuse to secretly help but really just a sideeffect he doesnt think about. Maybe by the end he will not only restore Wano, making it prosper and not need the goverment/be better to repel it but also further boost Luffy and the Gangs popularity?
Like imagine him arring to Akainu expecting to get praised, only to get bitchslapped for making the situation worse for the marines and world goverment

Greenbull exists for three reasons:

1. Kill the half dead beast pirates, at least the ones who are irredeemable, so Luffy can keep his hands clean.
2. Return Wano to the state it was prior to Kaido & Orochi
3. Die from Black Leg, fulfilling Sanji's promise to be the most feared pirate by the Marines

BONUS: Steal Robin and/or Pluton out from under the alliance before eating Sanji's foot.
