Subordinate to the commander ofc, but overall standing she is closer to Imu than any other person, even Gorosei.

Shamrock also brought her with him specifically and only called others when they changed approaches

She got some good portrayal this chap that she at least has the AP to beat a chained, unable to defend Loki. She can be YC level character now (tbh I think all YCs and Warlords would be able to beat the crap out of chained opponent). But I think she is not that strong or high in the HK ranking. Considering how she was talking to Loki and the giants she is a CD from birth (not one who could become HK like Loki was offered) and hence she got the position of a HK. The pool to pick HK is pretty small if it only depends on CDs. But this recruitment procedure suggests that they might have done this before.

I saw people shitting on Admirals and HKs (each other) for why were Fuji and GB not recruited to HKs and I think there are quite a few reasons for that. Firstly, the situation then was not as bad hence the HKs didnt feel pushed to that degree and the Navy was the main focus after MF, Sengoku retirement, Aokiji leaving etc. Secondly I think they might have wanted royalty only and neither Fuji or GB are royalty like Loki. Cant go for personalities because GB fits one for CDs/HKs while Fuji does not. I think the main thing though was that it was not the need of the hour. Plus you still had all 5 Gorosei.

Now back to topic. It is clear that Sham is leader of HKs after his father Garling. But Gunko does not seem like the RHM/VC material and is more down the power ladder. Do we know how many HKs in total are? I think she is the Kalifa of the HKs while Sham is the Lucci.

It's absolutely OoC for Imu to let anyone get this close. Imu clearly does not tolerate anyone from getting close because Imu is depicted as this paranoid, powerhungry mastermind who rules with an iron fist and with absolute authority. Imu does not let anyone get this close.
Its why the throne is that way. High above everyone else and a long way to reach it.
Its why Imu is in the shadows.
Its why Imu has the Gorosei.
Its why Imu lets others do the work and even when im action, its through proxies or weapons. Even the murder of Cobra was meant to be the Gorosei using guns and Imu not doing it until getting triggered.
Everything is about Imu keeping distance.

The only exception is Gunko in the flower room. A place very much suggested to be a rather personal space for Imu and I would think anyone in the service and this close to Imu for decades at this point can only be attributed to being the closest person to Imu.
And it aint the Gorosei, they kneel at the bottom of the throne. Gunko is in actual distance of physical contact.
And THAT detail speaks volumes. Nobody get this close to Imu willingly. Except for Gunko.
