Gunko has true immortality, but she is also not supreme commander or captain of HKs. We know she is a vessel of Imu and can channel his powers even better. Based on below she might be even stronger than prime Garling despite just joining HKs (insane drip btw)

Why is she being deliberately kept low despite being the only ageless HK? What are the chances she is higher in standing than Gorosei? It would definitely be weird for Elbaf opponents to be overall weaker than Gorosei the prev arc opponents. Maybe she also has a special bloodline directly related to 20 Kingdoms or is a D clan member brainwashed by Imu

So far it doesn't feel like Gunko is any weaker than Gorosei to me tbh. Maybe one-shotting an old legend and hurting Loki (who can tank falls to the underworld as a BABY) are legit monster feats that Oda is subtly telling us she's built different

she's definitely special and much stronger than I thought(and regular Holy Knights). the fact that Oda had her take out Gaban pre possession shows he views her as a big deal. I would still say that she's weaker than the Gorosei though. her ap and fruit is impressive but most of the Gorosei have showed much better ap and their haki portrayal so far is better.

I genuinely don't think Shamrock has the same access of Imu's powers as Gunko. Gunko has just been treated differently. It's like Imu handpicked Gunko for some reason to be his proxy.
I think when Imu uses someone to be a proxy, then they are guaranteed to lose control of their body. So even if Shamrock has access to Imu's power, i don't think he will have the control of his body
For now, Shamrock's true power is heavily based on what we see of Prime Garling. He should be relative to Prime Garling
