Loki is not a main antagonist for Luffy
His bounty is 2.6 billion. No main antagonist has ever had a bounty lower than Luffy’s. Loki is a side villain, comparable to Jack in the beast pirates.
My guess is he teams up with Teach. He must have faced Saul, given how all of the warriors of elbaf restrained him. I think he could inform Teach of Saul, and Teach might go after him, thinking he’s the burned man.
Similar to how Jack was beaten by the minks, Loki too will be beaten by the giant warriors. But Hajrudin must be the one who finishes the job.
Hajrudin wishes to be King of elbaf, and Loki not only challenges him to the throne, but also murdered their father.
Despite how easily Luffy beat him in dressrosa, Hajrudin cannot be a weak character. Not only does he wish to be king of elbaf, he styles his crew as the successors of the giant warrior pirates. If the new gen surpasses the old, then it only makes sense for Hajrudin to surpass the giant warrior pirates.
My guess is Oda will give him several power ups for him to beat Loki:
Also if Shanks can one shot Kid, a 3 billion berry pirate, then Hajrudin could still defeat Loki while remaining far weaker than Luffy.
After beating Teach Luffy will be PK level, meaning he could likely one shot Hajrudin even if hajrudin became a 3 billion tier pirate.
